- To identify the actors at an international level. Priority must be
given to identify on the international scene researchers and their specific
domains, and to create partnerships with them.
- To carry out a strategic
media watch devoted to the research & innovation in the field of new media
aiming at monitoring the main tendencies in media arts, interactive medias,
installations, electronic music creations, multimedia spectacles, and in the
cultural industries related to digital creation. What we are proposing is an
artistic, scientific, and technological media watch at an international level
aimed at artists-researchers, students, and experts.
- A media watch
methodology The gathering of information requires the development of a methodology
in order to list, classify, and index the topics covered as well as the sources
used to establish a rigorous and functional databases. A data processing protocol
arises from this methodology. It is also necessary to establish indicators
of importance for the indexed information and a typology of the identified
researches according to their specificity or their multidisciplinary orientation.
The Observatory will have to also ensure the validation of the data. And it
will require a development of a media watch on methods and techniques for storage
and use of the data as well as digital archiving. The Observatory has of course
no encyclopedic ambition, but will consider an active and actual watch in direct
relation with researcher’s needs.
- To meet the needs for the research
groups by producing analyses of the summarization that will try to anticipate
the new media usages and market trends, to better determine the field of media
arts, in its relationship with new technologies, sciences, and media, by looking
further into certain new topics such as the link between art and biology, art
and ecology, art and design, art and environment, art and space, etc.

develop and make available online a database in the field of research and creation
in new media at an international level.
- To form a new qualified generation
who would be methodologically prepared, having developed research instruments
and habits.
